Ten of Elmbridge's 28 council car parks are free on Sundays; the other 18 are not. Full tariffs, permit prices, and the lines enforced since 27 July.
Parking in Elmbridge is split between two councils, which is the first thing that catches people out. Elmbridge Borough Council runs the 28 car parks. Surrey County Council owns everything on the street, including the yellow lines, the residents’ bays and the permits that go with them. The two systems do not talk to each other, and a permit from one is worthless in the other.
Below are the current tariffs for every council car park, where and when parking is genuinely free, what the permits cost, and what changed on the streets last month.
Ten car parks are free on Sunday, eighteen are not
We read all 28 car park pages on the council’s website. The Sunday split is clean, and it follows the price:

Every other council car park charges on a Sunday, normally from 10am to 5pm. Churchfield Road in Weybridge is the odd one out: it starts charging at midday.
The practical version: there is no free Sunday council parking anywhere in Esher or Cobham. All four Esher car parks and both Cobham car parks charge. Walton-on-Thames has exactly one, the Halfway. Weybridge has two, York Road and Oatlands Village, while its five other car parks charge.
Bank holidays are free everywhere
No Elmbridge council car park charges on a bank holiday or public holiday. That is stated on all 28 car park pages, with no exceptions and no time limit. It applies to the station car parks too, which is the one day of the year a weekday commuter space costs nothing.
The free half hour, and the five car parks that do not have one
Twenty-three of the 28 car parks give you 30 minutes free. You still have to go to the machine and take a ticket for it. No ticket, no free half hour, and the council’s wording on every page is explicit about that.
The five that give you nothing are all station car parks: Station Avenue and Mayfield Road, both serving Walton-on-Thames station, Walton Park at Hersham, and The Heath North and The Heath South at Weybridge. Their tariffs start at one hour.
One inconsistency to flag. The council’s own car park filter offers a category called “Saturday 1 hour free parking” and says four car parks qualify. None of the 28 individual car park pages mentions it, and the filter itself would not load for us, so we cannot tell you which four or on what terms. Check the signs.
What the car parks cost
Town centre car parks: £1.80 an hour, £12 all day
Ashley Park (Walton), Baker Street (Weybridge), Cedar Road (Cobham), Churchfield Road (Weybridge), Civic Centre (Esher), Drewitts Court upper (Walton), Heather Place (Esher), Hollyhedge Road (Cobham) and Manor Road (Walton) all share one tariff.

Charges run Monday to Saturday 8am to 6pm, and Sunday 10am to 5pm. Churchfield Road, behind Weybridge Library, has 199 spaces and 10 disabled bays. The Civic Centre in Esher has 157 spaces, 4 disabled bays and a motorcycle bay. Cedar Road in Cobham has just 15 spaces.
Two car parks on this tariff cap your stay at four hours: Drewitts Court ground floor in Walton, and Monument Hill in Weybridge. Neither sells a daily ticket.
Esher’s Portsmouth Road pair: £1.90 an hour, £13.20 all day
Berguette on Claremont Lane and Highwaymans Cottage on Portsmouth Road are the most expensive hourly rates in the borough.

Oatlands Village and York Road in Weybridge sit just above this: 30 minutes free, £1.20 for an hour, £2.60 for two, £3.80 for three, £5.10 for four and £6.80 for the day, on the same Monday to Saturday 9am to 6pm hours.
Station car parks: £11 on a weekday, £3.80 at the weekend
The council, not the train operator, runs the car parks serving Walton-on-Thames, Weybridge and Hersham stations. The weekday and weekend prices are almost three times apart.

Charges run Monday to Saturday 8am to 10pm and Sunday 10am to 5pm, so the weekend rate is a genuine day out rate, not just a commuter discount. The Heath North is the only car park in the borough with its own, higher, price.
Paying
Cash, contactless and the RingGo app work in every council car park, and each one has its own RingGo location number printed on the signs. If a machine is faulty the council will not refund cash or card payments. It compensates with a full day voucher usable anywhere in the borough, and you need to quote the machine number when you report it.
Blue badges, motorcycles and height limits
Blue badge holders park free in every Elmbridge pay and display car park, with the badge displayed. The council’s own filter shows 11 of the 28 car parks have marked disabled bays. Blue badges are issued by Surrey County Council, not the borough.
Motorcycles park free in all of them. Only three have allocated motorcycle bays, so check the signs.
Four car parks have a 2 metre height restriction: Southbank, Torrington Lodge, Drewitts Court upper and Hollyhedge Road.
Car park permits
All Elmbridge permits are digital, issued through MiPermit, and there is no paper badge to display.
Season tickets are the open-to-anyone option, and the price gap across the borough is wide.

A year at The Heath North costs more than three times a year at Torrington Lodge, half a mile from Claygate station.
Resident permits are for people with no off-street parking, at 13 named car parks. They cost £249.30 a year at Ashley Road, Hare Lane, Halfway, New Berry Lane, Southbank, Torrington Lodge and Walton Road, and £674.90 at Baker Street, Churchfield Road, Civic Centre, Drewitts Court upper, Highwaymans Cottage and Manor Road.
Resident off-peak permits cost £102.20 a year at ten car parks. They only cover 8am to 10am and 4pm to 7pm on weekdays, plus all day Saturday and Sunday. Outside those hours you pay as normal. You must be a resident with no parking at the property and not in a controlled parking zone.
Small business permits cost £173.40 a year. Your business needs small business rate relief or the retail, hospitality and leisure discount, and a rateable value under £15,000 on an occupied property. They work everywhere except The Heath North, Ashley Park, Berguette, Cedar Road, Heather Place, Manor Road and Monument Hill.
Lower income permits cost £173.40 a year or £15.30 a month, and cover every car park except Monument Hill. You must work in Elmbridge near the car park and earn less than the national minimum wage plus 20%. The council’s worked example puts that ceiling at £15.15 an hour, and says it rises with the minimum wage.
On-street parking is Surrey’s, and the rules changed on 27 July
The lines, the bays and the residents’ schemes all belong to Surrey County Council. Its permit prices are:

Changing the vehicle on a resident permit permanently costs £15. A temporary change, for a courtesy car say, is free and lasts up to two weeks.
Surrey’s permits are not valid in any borough council car park. The county states that explicitly, and it includes operational permits.
The bigger news is enforcement. Surrey’s Elmbridge parking review 2024 finally landed this summer. The county says that as of mid-July its contractors had installed all the new signs and 99.5% of the new lines, and that all the completed schemes have been enforced since 27 July 2026, the date the revised traffic orders took effect.
The schemes cover five county divisions: Cobham; East Molesey and Esher; Hersham; Hinchley Wood, Claygate and Oxshott; and The Dittons. Surrey published a decision report in February 2026 setting out what was approved, amended and cancelled after objections, along with revised drawings. There is no appeal stage. If your road has new lines on it and you have not looked at those documents, that is where the reasoning is.
Two other threads are open. A consultation on parking in Hillbrow Road closed on 30 March 2026 and the county is still considering the responses. And the 2025 to 2026 review has finished its site visits, with the county deciding which schemes go to public advertisement.
Parking fines
Penalty charge notices in the car parks are issued by the borough and paid online. On-street tickets are Surrey’s and are paid separately. Paying either one ends your right to appeal, so if you intend to challenge it, do not pay first.
If you paid a car park fine early in the morning, in the evening or on a Sunday between 2020 and April 2026, you may be owed a refund. The council issued some of those fines under an order that was not lawfully made. Claims close on 1 March 2027: see which car parks and times qualify.
The council is currently warning about a text message scam demanding payment of parking fines. Elmbridge does not chase fines by text.
