Elmbridge is a borough of separate towns and villages along the Thames and the Mole, and nobody gives it as an address. They say Esher, Weybridge, Walton-on-Thames, Cobham, Hersham, Claygate, Oxshott, Thames Ditton or East and West Molesey, the last of these sitting across the river from Hampton Court.

They do share Elmbridge Borough Council, which decides planning, bins, car parks and licensing for all of them, and Surrey County Council, which runs the roads and the schools. Both publish the evidence behind those decisions where hardly anybody reads it. We read it and write down what it says, with a link to the source on every fact, and we say which of the two is responsible each time.
